Crafton Council Reorganization Meeting 1/4/2010

Crafton Council will reorganize and swear in the newly elected members of council and mayor.


A few important items to note in the agenda.
  • James Bloom will resign and the floor will be open for nomination. The borough is excepting letters of interest. They have received a few letters and they include; Ed Stewart, Jim Christman, and Angelo Rullo, among others.
  • Under the section "Appointments" council will have the power to reappoint REMs as the boroughs official EMS provider even thought Northwest currently provides 24x7 coverage in the borough, unlike REMs.
  • Council will make a motion to reopen the 2010 budget. 2 current members of council are looking to cut funding for the Crafton Volunteer Fire Department.

2010 Predictions

So I'm going to go out on a limb here and make three predictions for next year (wink).
  • Prediction 1: Susan O'Connell who lost the mayor's seat last month will be appointed to the vacant seat on council when the newly elected independent Taylor Grapes resigns.
  • Prediction 2: Ed Stewart will be appointed to Jim Bloom's vacant council seat.
  • Prediction 3: Chief Harold Rost resigns....
This shouldn't be of any great surprise to anyone as this is typical of how the borough is run. You highly intelligent voters in Crafton have yet realize that the people you vote for are at best, incompetent.

So you made a good choice by electing Jim Bloom as Mayor, Susan had clearly failed at the post. However, I'm not sure what the rational was that made you folks elect Taylor Grapes, let alone Tom Phillips whom I don't believe was event registered or had voted prior to this year.

So with that said, the police department will be run more efficiently but the borough, well thats up in the air.

I hope my predictions are wrong, well sort of.....

Woman Robbed - West Steuben Street

On 12/02/09 a 61 year old woman was robbed at the rear of 262 & 264 West Steuben Street. The woman was walking home on Maxwell Street when she got to the Cul-de-sac she proceeded up the steps behind 262 West Steuben Street. As she entered the second set of steps she was grabbed from behind by her hood and pulled backward then felt an object in her back she believed was a gun. A tall black male with a goatee wearing all dark clothing demanded all her money. She gave the robber her wallet and he pushed her against the building and fled the area on foot towards Maxwell Street. The actor was seen by a passerby running towards the Thornburg Bridge.

Crafton-Ingram Shopping Center Pick Pocket

The pick-pocket at the Crafton/Ingram Shopping Center is active again. On 12/01/09 he lifted a credit card from an elderly woman and used it at the store. Other thefts have been occurring both inside of the stores and in the parking lots. He is described as a black male, mid 30's to early 40's, slender build and his appearance is well kept. He has been targeting unsuspecting elderly victims and routinely makes conversation with his victims and gets very close to the victim prior to picking their pockets. He may be accompanied by a shorter black male, also in his mid to early 40's with a slightly larger build. If anyone has any information or has been a victim, contact 911 immediately.

Promenade Home Burglarized

On 11/24/09 between the hours of 2:00 PM and 10:50 PM a home was burglarized on Promenade Street. The home was entered through the rear sliding glass doors and it appeared that a pry bar was used to force the doors open. Stolen from the home was a X-box video game system, a blue ray DVD player along with DVD's and video games. Motor Vehicles Ransacked - Barr & Mueller Avenues

Several Motor Vehicles were entered, ransacked and items taken. This occurred between the evening hours of Friday, November 13th, 2009 and early morning hours of Saturday, November 14th, 2009 in the area of Barr and Mueller Avenues. All vehicles that were entered were left UNLOCKED and parked in driveways. Vehicle owners are reminded to keep your vehicles locked and not to leave valuable items in your vehicle.

Crafton Home/Business Burglarized

On October 29th, 2009, two Business Burglaries were reported. Porto Fino's Pizza Shop on West Steuben Street was a forced Burglary where money was taken. The other, DEP Technologies on Noble Avenue had construction type equipment taken over the last few weeks.

Maxwell Street also had an apartment entered with a few items taken.

A Letter to Crafton Residents

Dear Crafton Residents,

In a little over a week you’ll find your self at the polls ready to cast your vote. Many of you have already decided who you’re voting for, but some of you may be on the fence about your choice or haven't thought about it yet. There are however a few things to keep in mind. This upcoming election isn't about being a Democrat or Republican; it’s not about abortion rights, global warming or the national debt. It’s simple; it’s about the well being, safety, financial security, and future of this borough and its residents.

In the past few years there have been a number of changes in the borough that have in some way affected most of us. Much of our frustrations are directly attributed to the decisions or lack of decisions borough council makes. Many of those decisions are not always in the best interest of the residents.

- Blacks Bridge was a sore spot for many of us and even thought its open the repairs are not complete. It still needs tens of thousands of dollars worth of work and the road is a mess before and after you cross it.

- It took months to resolve the ambulance debate. You would’ve thought it was a simple decision, choose one “REMS: 16hrs/day 7days/week or Northwest: 24hrs/day 7 days/week.” Don’t get me wrong, REMS has a wonderful and highly qualified staff. God forbid though someone needs an ambulance at 3 a.m. I would much rather that ambulance come from the borough building rather than Robinson Township. Some of those who opposed the change took it upon themselves to scare the seniors in this borough into believing they would somehow be receiving sub-standard ambulance care. Are they? No! Politicizing this issue makes me sick.

- Another example is the boroughs decision to cancel their DANET agreement and subsequently reestablish themselves in it after a number of residents complained. Even though the Crafton Police Dept. is “part of” DANET, they have no real participation. Regardless of its cost, the fact is collaboration and cooperation with other municipalities helps reduce drugs across a number of communities even if the arrests are not made in Crafton. That is the purpose of DANET, isn’t it? I would have to think that residents would be happy to see their tax money spent on programs that assist in keeping drugs out of the borough and arresting those who commit crimes, rather than unnecessary police overtime. Keep in mind, the DANET costs to the borough are minimal at most. What’s so difficult to understand about this simple program?

- There has been a clear increase in drug activity and other crimes in Crafton. Still today we have an under-staffed and poorly scheduled police department. What’s the point of having 3 police officers on during the day along with a police secretary? Yet on many occasions the evening shift has only 1 officer. Scheduling isn’t hard, even with a police department that’s short a guy or two.

- Simply having a "Crime Watch" program doesn't mean crime doesn't exist. The Crime Watch program is broken and its mere existence makes people feel safe in some distorted way. Crime Watch can be a great program and very beneficial in assisting the police department. I give those residents who are involved a lot of credit. However, the program it self is poorly managed. Notices that are sent out via the Crime Watch email alert are conveniently crimes that would not typically cast the borough in a bad light. Keep in mind I understand everything isn't public information. What do I mean by this? For example, an alert was sent out about a broken window at Walgreens, but nothing about the burglary at Andrea’s or the drug related homicide on Crafton Boulevard (most of us found out via the news). This program is meant to notify residents regarding crimes they may be able to provide information about. It’s also meant to encourage residents to keep an eye out for unusual activity in their neighborhoods.

When you go to the polls on November 3, you should ask yourself one simple question “Is who I’m voting for going to make Crafton a better place?” You’re not doing yourself or any resident of this borough justice if you simply vote for your friend because they’re your friend or pull a straight party ticket because you don't like the other party.

Think about your decision and choose wisely.

Chief Rost Refuses to Return Kids Skateboards

A few weeks ago a couple of kids skateboarding in Crafton were stopped by Chief Rost and issued citations for disorderly conduct (not sure how that's being disorderly). He also confiscated their skateboards and since then has refused to return them. A father of one of the kids attended a council meeting and requested clarification on how the Chief can continue to hold their skateboards. He raised some good points. If your stopped for DUI and your car is towed, you can pay the tow/impound fee and get the car back.

This seems like a little much considering its only a skateboard and the kids were just being kids. The Mayor has refused to ask the Chief to return the skateboards. With the little research I did, I can not find any legal means by which Chief Rost can keep these skateboards. In fact the borough ordinance clearly outlines skateboarding in the borough of Crafton.

This is obviously an abuse of power and the last thing the borough needs is another lawsuit on their hands, especially over a skateboard.

Now you may think this is silly to even write about or care about, but it underlines the inadequacies in the Crafton Police Department and the irresponsibility of the Mayor. Why not focus more energy on crime prevention? For example, drug activity, burglaries, murders, etc.

Crime Watch Alerts - 10/11/09

1. Sometime between 10/08/09 and 10/11/09 unknown actor(s) broke the rear door lock of a home on Barr Avenue and entered the home. Anyone having seen or heard anything please contact Crafton Police @ 412-921-2014.

2. Sometime during the night of 10/11/09 unknown actor(s) broke the drive-thru pharmacy window of Walgreens on West Steuben Street in an attempt to gain entry. No entry was gained. Anyone having seen or heard anything please contact Crafton Police @ 412-921-2014

3. On 10/10/09 @ 2:30PM a white male actor kicked in the rear door of a home on South Linwood Avenue. The actor is described as 5'10" tall, thin build, 20's driving a black pick-up truck. Anyone having further information is asked to call Crafton Police @ 412-921-2014.

Mayor O'Connell / Chief Rost Put Crafton Last - Again

With the approval of Mayor O'Connell, Chief Rost left for a 2 week vacation last week at a time that CPD is short at least 2 officers. The remaining police officers are working approximately 6 days a week and large amounts of overtime are being paid. All at the expense of the Borough tax payers.... People like you and I.

It's very clear there's been an increase of crime in the borough, with homes being broken into in the Barr Ave area, a resident being assaulted in front of his own home, to a clear increase of drug activity throughout the entire borough. Who and when will someone be responsible for the safety of the residence of Crafton Borough and the management of the CPD?

I guess writing tickets is a bigger priority; those pesky people in the shopping center will eventually learn their lesson. But hey, who cares if someone is killed over drugs on Crafton Blvd or homes are broken into......

I wonder if those kids ever got their skate boards back from the Chief.... Poor kids, they could be selling drugs or vandalizing peoples property. Would you rather they do that?

Chief Rost and Mayor O'Connell clearly don't have the skills or the ability to ensure the safety of the residence of Crafton Borough.

Crime Watch Alert - 09/2/09

A man reported that he observed a box truck drop off a very large package in the front lawn of 2029 Crafton Blvd around 1030 AM. He advised that he went into his home for approx 10 minutes and when he returned saw that the package was now gone. He asked his neighbor were the package went and she told him that someone had taken it. He did not see who took the package. She reported that the delivery driver dropped of the package in the front lawn near the roadway, gave her a receipt of delivery and she observed him drive away. She advised that the package contained a red and silver, 49cc "Bashan" motor scooter and provided a receipt for the scooter. According to the delivery receipt, the package weight was 250 lbs. The scooter was in a large unmarked box with just the word China on the outside.

Packages are often left on customers porches and front entrances. If you know that you are expecting a package try to make arrangements for a friend or neighbor to accept delivery for you. If you see anyone removing a package from a home call 911 immediately.

Update

On 09/13/09 the motor scooter that was reported taken from the front yard of 2029 Crafton Blvd. was anonymously returned to 2029 Crafton Blvd. The motor scooter was originally reported to be take on 09/02/09. Motor Scooter is not damage and is in running condition.

Crime Watch Alert - 09/1/09

On 09/01/09 there was an attempted burglary of a home on Willard Avenue between the hours of 1:20 PM and 7:00 PM. A woman came home to find her front door ajar and the door damaged. There did not appear to be anything stolen from the home and it was uncertain if the actor entered the residence. Neighbors report not hearing anything unusual.

Chief Rost & Mayor O'Connell Put Crafton Last

Capt. Mark Sumpter and Chief Harold Rost are both away at the PA Police convention, scheduled July 26 - July 30 further reducing the number of police officers available in Crafton.

With Officer Breeden's recent suspension and Sgt. Owen's on leave, that reduces the number of officers to patrol the boroughs of Crafton and Thornburg to 5. Also, leaves us wondering how and why travel to the convention by a captain and chief was ever approved.

Crafton Police Officer Tim Harvison Suspended

Crafton Police Officer Tim Harvison recently served a 2 day suspension for missing to many court hearings. Crafton Council was not notified of this suspension by the Mayor.

Residents of Crafton should be concerned about the lack of Police officers patrolling Crafton and the overtime being paid. The CPD is currently down 2 officers, Sgt. Owen's is currently on leave for an injury he sustained during work and Officer Breeden was recently suspeneded.

Crafton Resident Assaulted / Robbed - Dinsmore Ave.

On Wednesday 07/01/09 at approximately 3:00AM a man was Assaulted and his wallet was stolen when he arrived home from work to his residence on Dinsmore Avenue.

The actor was described as a white male, approximately 6' tall in his 20's with short brown hair. He was wearing blue jeans and a dark shirt with lettering on the front.

The actor made some statement that he was a cop / law enforcement. The resident that was assaulted is OK.

Anyone having information that would help the investigation is asked to call Crafton Police 412-921-2014.

If you are approached by anyone stating that they are a Law Enforcement Officer or anyone having authority and have doubts of their validity call 9-1-1 immediately and wait for a Crafton Police Officer to arrive. Stay in your locked car, house, apartment, etc. until the uniform officer arrives.

Crime Watch Alert - 06/18/09 - Baseball Fields Crafton Park

Sometime during the night last night actor(s) broke into the concession stand at the baseball fields in Crafton park. The door and lock had severe damage that appeared to be caused by a pry bar.

Inside the concession stand nothing appeared to be disturbed. At this time it is not know what if anything was taken.

Crime Watch Alert - 06/15/09 - Parkvale Bank ATM Scam

On 6/15/09 it was discovered that a card reader had been attached to the Parkvale Savings ATM machine. These devices can read the information on your ATM card and then be used by the person that attached the card reader. They are made to look like the real ATM slot where you insert your card. The attached pictures are examples of these devices. They are usally attached by tape and can be pulled off.

If you suspect that your ATM machine has one of these devices attached to it call the police immediately!

Weapons Found At Alleged White Supremacist's Home

Hardy Loyd, a self proclaimed anit-American terrorists was arrested after violating his parole. Police say they found a cache of weapons at his Crafton apartment.

It's believed the apartment is located at the corner of Crafton Boulevard and McMunn.

Crime Watch Alert - 05/13/09 - Dollar Bank Robbery

On 5/13/09 the Dollar Bank in the Crafton/Ingram Shopping Center was robbed. The actor was described as a Black Male under six foot tall wearing a gray colored hoodie which was pulled up over his head and partially covering his face, sunglasses and dark blue running pants with a white stripe around the bottom ankle area. The actor also had a mustache and beard with an extended goatee. The actor brandished a silver handgun and demanded money. The actor left the bank and walked past the Subway Store headed towards West Steuben Street. On 5-6-2009 and early 5-7-2009 numerous items were stolen form unlocked vehicles in the 3rd Ward area.

The thieves are entering unlocked vehicles and open trucks. They are stealing anything that is of value and portable.

AGAIN: LOCK ALL DOORS ON CARS, TRUCKS, GARAGES, SHEDS AND HOMES, ETC.

Crime Watch Alert - 04/26/09 - American Legion Fight

On April 26th, 2009 @ 0046 hours a large fight occurred at the American Legion in Crafton. Fight involved family and friends that rented the American Legion for the night. Numerous Police Agencies responded and assisted with the fight. During the fight an unknown male at this time shot 2 rounds from a pistol into the air. Investigation continuing and arrest pending.

Crime Watch Alert - 04/13/09 - Hawthorne, Linwood, Grandview

On 4-13-2009 at approximately 11:30 p.m. Crafton Police apprehended 1 adult (age 18) and 2 juveniles (ages 15 &17) that were entering unlocked cars and open garages in the Hawthorne,
S Linwood and S Grandview area. The actors were stealing - I pods, cell phones, navigation systems ans any item of value left in the unlocked cars.  

The investigation is continueing.

The individuals were apprehended after an observant resident called about suspicious individuals looking into cars.

Crime Watch Alert - 04/04/09 - Barr Ave. Burglary

Night-time Burglary

On 04/04/09 sometime after 2AM a home on Barr Avenue was burglarized. The actor entered the home by breaking a kitchen door window then unlocking the door. A purse containing  several credit cards and a cell phone was stolen from the kitchen counter. The resident were home at the time but did not hear the actor enter the home. If you are home when a burglar enters you home do not confront them. If you are able to get to a phone call 911 and the operator will stay on the phone with you until police arrive.

Internet/Phone Scam

The Crafton Police received a report from a resident about  male actor who has repeatedly called her and stated that her sister took out a loan over the internet and has failed to make payments. The actor wanted the woman to give him information about her sister. The woman refused to give him any information about her sister and advised him to stop calling her. The actor then advised her that her sister used her as a co-signer for the loan and she would be responsible for the payment. The actor continued to call her and she told him that she was going to call the police and the calls have since stopped. DO NOT give information to someone over the phone unless you KNOW who you are talking to. People who are trying to steal someone's identity can be very resourceful. Report this type of activity to the police

Crime Watch Alert - 03/31/09

ON TUESDAY (3-31-2009) IN THE EARLY MORNING HOURS AN UNLOCKED CAR WAS STOLEN OFF S EMILY STREET. CRAFTON POLICE CHASED THE CAR 1 BLOCK WHERE 3 BLACK MALES EXITED THE CAR AND RAN.  THE CAR WAS RECOVERED AND RETURNED TO THE OWNER.

INSIDE THE CAR WAS A LOADED AND STOLEN HANDGUN.  A SHORT TIME LATER A CAR STOLEN FROM WEST VIRGINIA WAS RECOVERED ON HAWTHORNE AVENUE. THERE WERE NO IMMEDIATE ARREST BUT THERE IS AN ONGOING INVESTIGATION.

Crime Watch Alert - 03/25/09

On March 25, 2009 a 16 year old female was walking through the parking lot of the Dollar General Store when a white male, approximately 60 years old, with glasses and gray hair drove next to her in a large red truck with Texas Plates. He asked her twice if she wanted a ride and she refused. The white male never exited his truck or made any threats or sexual advances towards the female.

Cars Vandalized, Spray Painted In Moon / Crafton

Numerous cars were vandalized in Moon Township over the weekend of 3/14 according to reports. Moon Township residents were notified by police to be on alert.

There were 2 incidents in Crafton of vehicles being fandalized, one on Belvedere St and the other on Afton Ave. Both vehicles were spray painted.

Crime Watch Alert - 03/08/09

Fraud Alert

A woman reported that she received a phone call from a male who identified himself as her grandson. The male told her that he was in Canada and had been arrested and needed her help. The male stated that he needed $3,900.00 to get out of jail. The male then put a female on the phone who identified her self as a Canadian police officer. She told the complainant that she needed to use a money gram and send the money so that her grandson could get out of jail. She would not give her name or telephone number to the woman. The complainant sent a total of $4,160.00 by money gram to an account in Canada. She later found out that her grandson was not in Canada and that he was never arrested. The police contacted and made a report to contact the Attorney Generals Office. If you are contacted by ANY police department a police officer who is authentic will always leave their name and a contact phone number. If you are ever in doubt that you are speaking with a true police officer on the phone get the name of the department they tell you they are from, the officers name and a phone number where they can be reached. If the person refuses to give you this information DO NOT give them your information or send money and advise them that you are contacting your local police department and call 911 to report the incident.

Crime Watch Alert - 03/06/09

On 3-6-09 it was reported that on Tuesday, March 3rd a 14 year old female was walking her dog in the area of Lincoln, Oregon and Stanwood. While walking the dog she noticed a white male in a white Lexus with lightly tinted windows parked on Lincoln Ave. 14 year old female states male was staring at her. Later she states the male drove past her and stared at her. Male did not try to communicate with her and never got out of his vehicle.

Crime Watch Alert - 03/04/09

On 03/04/09 at 6PM a 7 year old boy was asked to get into a vehicle that was driving down Thomas Street. Vehicle was a white station wagon driven by a white male wearing a white shirt. Also in the vehicle were 2 white females. Driver never got out of the vehicle or approached the 7 year old boy. Only stated "Get in the vehicle". 7 year old boy then walked home and told his parents what had occurred.

Update

Two (2) juvenile males have been arrested this date, March 13, 2009 in reference to the 7 year old boy that was approached on Thomas Street and told to "Get in the Vehicle". This was a juvenile prank. Crime Watch Alert was put out on the original incident on March 4, 2009.

Night Vision Coming to Crafton??

Not sure if Crafton will actually have Night Vision, but Capt. Sumpter has attended training in Washington DC in the use of Night Vision Goggles. Word has it this was paid for by Homeland Security (waste of government money).

What's this unnecessary trip costing the borough? I suspect Capt. Sumpter is being paid his regular wage as well as reimbursed for his travel expenses. Is the borough incurring any overtime costs to cover Capt. Sumpter's time away? These are questions that need answered.

Now we can all rest assured that we're prepared in the event that illegal immigrants cross the border into Crafton or if terrorists take up housing in Crafton Towers posing as the elderly.

Thanks Chief Rost/Mayor O'Connell for wasting tax payer dollars. And thanks to those on council who new and said nothing. Yes folks there was an attempt to keep this super secret.

Crime Watch Alert - 01/13/09

01/13/09 Two young girls ages 9 and 11 were walking up Noble Avenue near the funeral homes when they were approached and harassed by two white males and a white female. One of the males asked the girls if they wanted balloons the girls got scared and fled. The three then approached another group who also left and one of the males began to yell at them.

The three are described as being in their late teens or early twenties.
1 - male was wearing a black or brown jacket with a hat and a red hoodie over the hat and blue jeans.
2 - Male wearing a black sweatshirt and jeans.
3 - Female checkered jacket and jeans and possibly with a pierce on the face.

One of the males was heard calling the other RON.
At no time were the girls touched by any of the actors.

Crime Watch Alert - 01/11/09

Sometime between 6:00 PM on 01/09/2008 and 11:15 AM on 01/11/2008 Dunn Insurance Company on West Steuben Street was Burglarized. The actor used a ladder taken from a neighbor's yard to gain access a window in the rear of the building. The actor then broke out the window to gain access into the building. Stolen from inside was a MELLON BANK money bag containing cash. The actor then left the building through the rear door and replaced the ladder in the neighbor's yard.

Crime Watch Alert - 12/31/08 - Update 1/13/09

At about 7:30 PM on 12/31/08 the Crafton Pizzeria on Noble Avenue was robbed. A black male about 5'8" wearing a black hooded coat and a blue cloth over his lower face entered the store and pointed a black handgun at the clerk and demanded money. The actor then fled on foot towards Bradford Avenue.

Update 1/13/09

On 01-13-09 around 1 am, there was an armed robbery at the Sunoco A-Plus on Noble Avenue.  Quick action by Crafton Officers resulted in the actor being arrested on Creighton Avenue minutes later.  The actor was armed, Officer Berry took the armed actor into custody without incident.  The actor is also being charged in the armed robbery at Crafton Pizzeria.  The actor may also be charged with armed robberies in neighboring communities.  No one was hurt, the actor is in jail.

Nice job to all officers involved, especially Officer Dan Berry.
